Vast piles of elephant tusks burnt as ban on trade kicks off in kenya

<img alt="Fire burns part of an estimated 105 tonnes of ivory and a tonne of rhino horn confiscated from smugglers and poachers at the Nairobi National Park near Nairobi, Kenya, April 30, 2016. REUTERS/Siegfried Modola TPX IMAGES OF THE DAY" class="centeredPicture" height="266" src="http://static.pulse.ng/img/world/origs4980588/5946367183-w644-h960/2016-04-30T150152Z-1007970001-LYNXNPEC3T0BK-RTROPTP-3-OZATP-UK-KENYA-WILDLIFE.jpg" style="max-width: 644px;" width="400" /><br />
Kenyatta's call for an ivory trade ban was backed by Ali Bongo, president of Gabon, home to the forest elephant.<br />
<div class="vspace ">
<h2 align="justify">
Kenya's president set fire to
thousands of elephant tusks and rhino horns on Saturday, destroying a
stockpile that would have been worth a fortune to smugglers and sending a
 message that trade in the animal parts must be stopped.</h2>
<div align="justify">
Plumes
 of smoke rose as the flames took hold of tusks piled up in a game
reserve on the edge of the capital Nairobi, destroying 105 tonnes of
ivory from about 8,000 animals, the biggest ever incineration of its
kind.</div>
<div align="justify">
President <strong>Uhuru Kenyatta</strong>
dismissed those who argued Kenya, which staged its first such burning in
 1989, should instead have sold the ivory and the tonne of rhino horn,
which by some estimates would have an illegal market value of $150
million.</div>
<div align="justify">
"Kenya is making a statement that for us
ivory is worthless unless it is on our elephants," he told dignitaries
before setting light to the first of almost a dozen pyres.</div>
<div align="justify">
Kenya
 is seeking a total world ban on ivory sales when the Convention on
International Trade in Endangered Species of Wild Fauna and Flora
(CITES) meets in South Africa later this year as poaching poses an
increasing risk to the species.</div>
<div align="justify">
CITES banned commercial trade in African elephant ivory in 1989, but since then has permitted one-off sales.</div>
<div align="justify">
Kenyatta's call for an ivory trade ban was backed by Ali Bongo, president of Gabon, home to the forest elephant.</div>
<div align="justify">
"To all the poachers, to all the buyers, to all the traders, your days are numbered," Bongo said at the ceremony.</div>
<div align="justify">
Conservationists
 say the original CITES ban, and Kenya's 1989 burning, helped reduce
demand and relieve a crisis for the elephant population but that one-off
 legal sales have revived the market.</div>
<div align="justify">
"EVIL, ILLEGAL COMMODITY"</div>
<div align="justify">
Illegal
 hunting spiked in the three years to 2012 when about 100,000 elephants
were killed, the equivalent of more than 33,000 a year.</div>
<div align="justify">
In the 1970s, Africa had about 1.2 million elephants, but now has 400,000 to 450,000.</div>
<div align="justify">
The
 situation for rhinos is more precarious. There are fewer than 30,000
left across Africa and one species, the Northern White Rhino, is on the
brink of extinction. The last three are kept in Kenya under heavy guard.</div>
<div align="justify">
Kenya
 relies on tourism, with many drawn to safaris at luxury camps by the
trove of animals Kenya boasts, particularly the "Big Five" - elephant,
rhino, leopard, lion and buffalo.</div>
<div align="justify">
Renowned
conservationist and anthropologist Richard Leakey urged African and
other nations to destroy their ivory stocks too. To those who refused,
he said: "They are speculators on an evil, illegal commodity. There are
can be no justification for speculating price rises in ivory down the
road."</div>
<div align="justify">
Pledges last year by China and the United
States, two of the biggest ivory markets, to enact almost complete bans
on imports and exports have helped drive ivory prices lower.</div>
<div align="justify">
But
 rhino horn prices are still rising, conservationists say. Armed patrols
 of sanctuaries and other measures have helped curb some illegal hunting
 but the animal's future remains grim.</div>
<div align="justify">
Kenya alone
 had 20,000 rhinos in the 1970s, falling to 400 in the 1990s. It now has
 almost 650 black rhinos. It is protecting the last three northern white
 rhinos as scientists race against time to find artificial reproduction
techniques.</div>
<div align="justify">
Poachers in Kenya can sell the horns
of a single dead rhino for the equivalent of about $50,000 in local
markets, earning in one night what would take them many years in regular
 employment.</div>

Ashley and Greg Box welcomed a very big bundle of joy when their son

“I couldn’t believe it,” Ashley told <a href="https://www.blogger.com/null" rel="nofollow" target="_blank">KHOU</a>.
 The Missouri couple wasn’t expecting Kasen until Jan. 18, and the

Missouri between 1990 and 2013 weighed more than 9.92 pounds.<i> <a href="https://www.blogger.com/null" rel="nofollow" target="_blank">Guinness World Records</a></i>

1879, Anna Bates, an Ohioan with gigantism, welcomed a 23-pound,
12-ounce son, but he died 11 hours later.) In more recent news, a

 shell-shocked crowd, allegedly by the father. And the shocking act
allegedly continued minutes later at Tabubil police station last
Thursday in front of curious onlookers, including policemen and the

An eyewitness who is employed by Ok Tedi Mining Limited
told the Post-Courier that the town is on “red alert”, with residents
taking precautionary measures. He claimed parents were restricting their
 children from going outdoors because of fears that they could also be
targets. “This is the talk of the day on the streets here. All parent
are fearing for the safety of their children because cannibals are on
the loose here,” the source, who sought anonymity because of his
employer’s media restrictions, claimed.<br />

“Believe it or not I saw him eating the baby by piercing its body
with his teeth while blood spilled from his mouth. Everybody watched him
 with fear.” Acting Western provincial police commander Peter Philip
confirmed the horrific act. He said the man entered his home at Wanbin
settlement at around 10pm and started an argument with his wife who was
nursing the baby.<br />

Chief Insp Philip said after strangling the wife, he grabbed the child and started bitting its head, neck and bosom.<br />
“The child was crying in severe pain. The wife alerted neighbours who
attempted unsuccessfully to take the baby from him because he was
allegedly possessed by evil forces.</blockquote>

FMC Owerri Staff Call For Removal Of Medical Director

<br />
<em><strong><img alt="FMC" class="alignleft size-medium wp-image-149258" height="214" src="http://www.channelstv.com/wp-content/uploads/2015/04/fmc-owerri-protest-300x161.jpg" width="400" /> </strong></em><br />
<em><strong>The
 feud between the management and staff of the Federal Medical Centre,
Owerri took a new dimension on Friday when hundreds of staff of the
medical centre took to the streets of Owerri the Imo State capital.</strong></em><br />
Carrying placards with various derogatory inscriptions calling for
the removal of their Medical Director, Dr Angela Uwakem, they alleged
financial misappropriation and virement, high-handedness and
victimization.<br />

The protesting staff who gathered under 3 different unions; National
Union of Allied and Health Professionals, Medical and Health Workers
Union of Nigeria and National Association Of Nigeria Nurses And
Midwives, FMC chapter, alleged that the personnel funds released by the
Accountant-General of the Federation in 2014 for the 2013/2014 promotion
 arrears meant for workers’ welfare was vired into capital projects in
the centre knowing fully well that virement is a serious offence in the
Nigerian constitution.<br />

They also accused her of victimizing staff who did not support her
proposal of privatizing some departments and units in the centre.<br />

While explaining to newsmen the cause of their grievances, the
Chairman of the FMC chapter of the National Union of Allied and Health
Professional, Clifford Ezeukwu, accused the Medical Director of
financial misappropriation, victimization, high-handedness and
non-payment of staff promotional arrears which has been approved by the
federal government.<br />

He went further to allege that through a dubious means, the Medical
Director vired the promotional arrears of staff into capital projects
which is an offence under the law. She was also accused of
high-handedness, victimization and employment racketeering.<br />

It was not the first or second time staff of Federal Medical Centre
Owerri would be protesting against their management. To paint a more
serious scenario this time, they were all clad in black attire.<br />

Before ending-up their protest at the hospital premises, they walked
the streets of Owerri causing heavy traffic gridlock, chanting songs and
 showing off red cards and whistles connoting ‘time up’ for the Medical
Director.<br />

The protesters called on the outgoing government of President
Goodluck Jonathan and the incoming president, General Muhammadu Buhari
to probe the activities of the Medical Director.<br />

They also advised that she resigns her job honourably, adding that as
 at time of the protest, members of the various unions have embarked on
an indefinite strike until the federal government intervenes in the
matter.<br />

The Medical Director, Dr Angela Uwakwem, was not available to respond
 to the allegations, having being told that she was in a board meeting.
The Acting Board Chairman of FMC Owerri, Senator Onyeka Okoroafor, who
was about joining the board meeting, addressed the protesters on behalf
of the management.<br />

He said that a committee would be set up to look into all the
allegations levelled against the Medical Director saying no matter the
circumstance, no action will be taken unilaterally without the consent
of the union.<br />

However, for peace to reign on the centre, he urged the workers to go
 back to their duty posts as all matters would be addressed accordingly.<br />

Finance Ministry Explains Oil Marketers’ Demands

<br />
<em><strong><img alt="oil marketers" class="alignleft size-medium wp-image-149200" height="214" src="http://www.channelstv.com/wp-content/uploads/2015/04/Ngozi-okonjo-iweala-Finance-Min-300x161.jpg" width="400" /> </strong></em><br />
<em><strong>The
 Ministry of Finance has reacted to the claim by the oil marketers
association that it is still being owed by the federal government.</strong></em><br />
Reacting to the claim, the media aide to the Finance Minister, Mr
Paul Nwabuiukwu, told Channels Television over the phone that the
marketers are demanding the payment of 159billion naira which is foreign
 exchange deferential of the money owed.<br />

Mr Nwabiukwu said that the government has insisted that the claim has
 to be verified by the ministry and the Central Bank of Nigeria because
of the history of the marketers<br />

He said Nigerians will not be happy with the government if such payment is made without verifications by the Finance Ministry.<br />

The Executive Secretary of the Major Oil Marketers Association, Mr
Obafemi Olawoore, had earlier told Channels Television that the
union was only ‘demanding that the money marketers are owed should be
paid’.<br />

“It is not that we are not bringing in fuel. The problem is that we
are not bringing enough and the reason we are not bringing enough is
simple. If you pay 154 [billion Naira] out of out of 354 [billion Naira]
 you are left with 200 [billion Naira]. That is not up to 50 per cent.<br />

“What we are saying is that we should make attempt to pay. Banks
should agree to open their of lines of credit so that we can access
funds and bring in more products while the government talks to us.<br />

“As we speak, nobody is talking, so we do not know the thinking of
anybody. There is no crime in asking for the money. They are owing us
some money and we want the money,” Mr Olawoore said.<br />

Olawoore added that three jetties controlled by the union in Apapa,
Lagos State, were discharging fuel, but lack of fund has affected the
importation of petroleum products.<br />

Justice Mohammed, who spoke at the swearing in of a new Justice of
the Supreme Court, Justice Amiru Sanusi, at the Supreme Court Complex in
 Abuja, said the new guidelines would ensure “the emergence of only the

<em><strong>The

Addressing journalists at the Senate Chambers of the institution, the
 VC disclosed that they could not perform an autopsy to ascertain the
cause of the death as the parents of the deceased, Mayowa Alaran,
demanded for the corpse which has since been buried according to Islamic
 rites.<br />

The VC then promised that series of measures would be taken to
further safeguard lives of students on campus. He announced the
establishment of Student Health Service within the hostels where the
management of the University of Ibadan will commence annual medical
screening of all students and staff of the institution.<br />

Prof. Adewole added that the entire University community was sad over
 the death of Mayowa Alaran who was a 200 level student of Health

The Professor charged the students not to incubate complaints for

Army Foils Terrorist Plot To Cause Havoc In Maiduguri

<br />
<strong><em><img alt="Boko haram counter-terrorism forces" class="alignleft wp-image-137684 size-medium" height="214" src="http://www.channelstv.com/wp-content/uploads/2015/02/Nigerien_soldiers-1-300x161.jpg" width="400" /> </em></strong><br />
<strong><em>The
 Defence Headquarters on Thursday said that a plot by the terrorist
group, Boko Haram, to use two female suicide bombers to cause havoc in
Maiduguri was foiled by troops, who successfully dislodged the
terrorists.</em></strong><br />
Security sources revealed that two female suicide bombers detonated bombs, ahead of their attack on Ladi Kayamla
 near Maiduguri the Borno State capital, on Wednesday, with a plan to
follow up with an attack but were swiftly routed by the Nigerian Army in
 the area.<br />

The military added that the attack, which was apparently diversionary
 with the intention of slowing down the ongoing assault on Sambisa
forest, was believed to have been carried out by terrorists escaping
from their destroyed camp.<br />

However, the Director, Defence Information, Major General Chris
Olukolade, who confirmed the incident reassured that normalcy had been
restored, adding that the army have conducted mop up operation of the
area.<br />

Members of the terrorist group, Boko Haram, had launched an attack on Maiduguri, the capital of Borno State, northeast Nigeria.<br />

Our correspondent in Maiduguri, Blessing Tunor, confirmed that there
were heavy gunshots, adding that residents in the state scampered to
their homes when they got wind of the attack, while those living close
to Giwa Barracks ran in different directions to avoid being caught in
the crossfire.<br />

The Boko haram militants have suffered losses in recent times,
following a fresh onslaught by the Nigerian military, leading to the
recapture of territories formerly controlled by the insurgents and the
rescue of over a thousand people held in captivity in various locations
in the northeast, many of them women and children.<br />

Only recently, the military announced that it had raided Sambisa
Forest, believed to be the last stronghold of the terrorists, and
rescued numerous women and children as well.<br />

Missing $20 Bn: Sanusi Calls For Implementation Of Suggested Investigation By PWC Report

<br />
<em><strong><img alt="Lamido-Sanusi2" class="alignleft wp-image-137602 size-medium" height="342" src="http://www.channelstv.com/wp-content/uploads/2015/02/Lamido-Sanusi2-300x161.jpg" width="640" />Former
 Central Bank Governor, Sanusi Lamido Sanusi, on Wednesday urged
relevant authorities to pursue the lines of investigation suggested by
the PricewaterhouseCoopers report on the missing $20 billion oil funds.</strong></em><br />
The lines of investigation suggested by this audit need to be
pursued. Any officials found responsible for involvement in this
apparent breach of trust must be charged”, he said, in an article titled
 ‘Unanswered questions on Nigeria’s missing oil revenue billions’,
published in the Financial Times of London.
<br />
The former apex bank boss, now Emir of Kano, Mohammed Sanusi II, also
 faulted the claims by the Petroleum Minister Diezani Allison Madueke’s
that the audit report has exonerated the NNPC of diverting the missing
funds.<br />

He noted that the report has rather confirmed that at least $18.5 billion is still missing.<br />

According to Emir Sanusi, “contrary to the claims of Petroleum
Minister Diezani Alison-Madueke, the audit report does not exonerate the
 NNPC. It establishes that the gap between the company’s oil revenues
between January 2012 and July 2013 and cash remitted to the government
for the same period was $18.5bn.<br />

“The auditors say a significant part of the unremitted funds is
supposed to have gone towards a kerosene subsidy that had been stopped
two and a half years earlier by the late President Umaru Yar’Adua. His
decree never appeared in the official gazette, leading some to question
whether it ever had legal force.<br />

“Evidence disclosed in the report suggests this is a sideshow. The
executive secretary of the agency charged with administering subsidies
confirmed that, acting on Yar’Adua’s orders, it had ceased granting
subsidies on kerosene. There was no appropriation for such a subsidy in
the 2012 or 2013 budgets.<br />

“Throughout all this, Nigerians paid 120-140 naira a litre of
kerosene, far more than the supposed subsidised price of 50 naira. Yet
the state oil company withheld $3.4bn to pay for a subsidy that in
effect did not exist. I have consistently held that this was a scam that
 violated the constitution and siphoned off money from the treasury.<br />

“The second major item raised in the report relates to the transfer
of oil assets belonging to the federation to the Nigerian Petroleum
Development Company, a subsidiary of the NNPC.<br />

“NPDC has paid $100m for these assets, from which it extracted crude
valued at $6.8bn but paid tax and royalties worth $1.7bn in the period
scrutinised by the auditors. PwC was unable to establish how much of the
 remaining $5.1bn should have been remitted to the government. But the
report showed that, along with the private companies NPDC partnered
with, it was extracting crude worth billions of dollars but yielding
very little revenue for the treasury. I was investigating related
transactions when I was suspended.<br />

“The third major item is a claim of $2.8bn by NNPC for expenses not
directly attributable to crude oil operations; PwC said “clarity is
required” on whether such upfront deductions from remittances to the
federation accounts are allowed, or whether the money should have been
remitted to the government. Finally, there are duplicated ex¬penses,
“unsubstantiated” costs, computation “errors” and tax shortfalls; a
total of $1.48bn has to be refunded.<br />

“Of the $18.5bn in revenues that the state oil company did not send
to the government, about $12.5bn appears by my calculations to have been
 diverted. And this relates only to a random 19-month period, not the
five-year term of Mr Jonathan, the outgoing president”, he said.<br />

A forensic audit conducted by the audit firm on behalf of the Federal
 Government indicted the management of the NNPC for various questionable
 transactions.<br />

Part of its recommendations include that the Nigerian Petroleum
Development Company (NPDC), the upstream subsidiary of the NNPC, should
refund about $1.48 billion to the Federation Account for various
unreconciled transactions.<br />
